I'm having trouble seeing why the Blast area tag exists. Burst seems to be stricktly better, the base area is the same, the Bit bonus for Burst is 4 times larger (but this might simply be a mistake because of the interaction of diameter and radius) and Blast can't be choosen for close attacks.

I had to move this to a more appropriate thread, this is more of a question about the system and not a statement or request for some type of Homebrew.
To answer your question: burst creates a circle with the user as the center, this making it more appropriate to hit a lot of enemies right next to the Digimon as it scales up. It scales better because it simply has less versatility than Blast. A [Ranged] tag does not change where the Burst originates, simply how big it can get.
Blast meanwhile has a lot of versatility but due to being applicable to attacks with a vastly larger amount of versatility by hitting around corners or even just something as simple as adding a bit to the tactical range of the Attack by having the user choose the origin point of the zone the Attack hits. The [Close Blast] tag also exists, which has the blast originate adjacent to the user and scales better to make up for the lack of range it can apply, but I did not feel it would be a good idea to put them into the same tag and muddle up the rules with specifics.
Essentially, yes, Burst does have the best scaling for the area it can potentially hit, but it also has no means of picking and choosing where it originates like Blast attacks, and the origin point means it can be worked around significantly easier than the latter Area Tags.

I'm a little confused with how Burst is affected by the [ranged] tag, how does that work?
And is it intentional that it scales 4 time better than Blast instead of 2?

If a [Burst] Attack is applied to a [Melee] Attack, the radius will only ever be 1 and never higher. It will only scale when applied to a [Ranged] Attack.
And yes, it is intentional.
